Subject to the provisions of this division, the board of local improvements and the
city council, in making local improvements by special assessment, shall follow the
procedures set forth in division 1, division 2, and division 4, of article 9, of the
Illinois Municipal Code as now or hereafter amended [65 ILCS 5/9-1-1 et seq., 5/9-2-1
et seq., and 5/9-4-1 et seq.], except that the person appointed to spread the assessment
need not be a resident of the City of Aurora in order to be deemed "competent" for
purposes of 65 ILCS 5/9-2-44. Such provisions are adopted by reference. The board
of local improvements and the city council shall have all the powers and duties set
forth in such provisions; provided, that in addition to the powers and duties set
forth in such provisions, the board of local improvements and the city council shall
have the powers and duties set forth in this division.
